- 01In a large skillet or wok, heat the neutral oil over medium-high heat.
- 02Add the garlic and ginger and cook for 30 seconds until fragrant.
- 03Add the ground beef. Cook, breaking it up with a spatula, until no pink remains, about 5-7 minutes.
- 04Add the diced red and yellow bell peppers and cook for 3 minutes until just starting to soften.
- 05Stir in the julienned carrot and cook 1 minute more.
- 06Push the mixture to the sides of the pan, creating a well in the center. Pour in the fish sauce, honey, and crushed red pepper flakes. Stir into the beef mixture until well combined.
- 07Add the scallions and cook for 1 minute.
- 08Remove from heat and drizzle with toasted sesame oil. Stir in the rice vinegar.
- 09Season with salt and black pepper to taste.
- 10Spoon the beef and bell pepper mixture into lettuce leaves. Top with fresh cilantro.
- 11Serve with lime wedges for squeezing over the wraps.
