Think of this as a pantry-powered take on a comforting rice bowl, with a nudge from North African flavors. You'll learn how to coax real depth from ground beef, even when the fridge is running on empty.

- 01Rinse the rice under cold running water until the water runs mostly clear. Drain well.
- 02In a medium saucepan, combine the rinsed rice with 3 cups water. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes. Remove from heat and let stand, covered, for another 10 minutes. Fluff with a fork.
- 03While the rice cooks, heat the oil in a large skillet over medium-high heat. Add the ground beef and cook, breaking it up, until it loses most of its pink, about 5 minutes.
- 04Sprinkle in the cumin, paprika, cinnamon, garlic powder, onion powder, oregano, and chili powder. Cook, stirring, until fragrant, 1 minute.
- 05Add sugar, vinegar, 2 1/2 cups water, and a big pinch each of salt and black pepper. Stir well and bring to a simmer.
- 06Reduce heat to medium-low. Simmer gently, stirring occasionally, until most of the liquid reduces and the beef is flavorful and saucy, about 10 minutes.
- 07Taste and adjust salt and pepper if needed. Serve the spiced beef over the fluffy rice, making sure to spoon some of the sauce over each serving for maximum flavor.
