Think of this as a pantry-powered take on a comforting rice bowl, with a nudge from North African flavors. You'll learn how to coax real depth from ground beef, even when the fridge is running on empty.

    Rinse the rice under cold running water until the water runs mostly clear. Drain well.

    In a medium saucepan, combine the rinsed rice with 3 cups water. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes. Remove from heat and let stand, covered, for another 10 minutes. Fluff with a fork.

    While the rice cooks, heat the oil in a large skillet over medium-high heat. Add the ground beef and cook, breaking it up, until it loses most of its pink, about 5 minutes.

    Sprinkle in the cumin, paprika, cinnamon, garlic powder, onion powder, oregano, and chili powder. Cook, stirring, until fragrant, 1 minute.

    Add sugar, vinegar, 2 1/2 cups water, and a big pinch each of salt and black pepper. Stir well and bring to a simmer.

    Reduce heat to medium-low. Simmer gently, stirring occasionally, until most of the liquid reduces and the beef is flavorful and saucy, about 10 minutes.

    Taste and adjust salt and pepper if needed. Serve the spiced beef over the fluffy rice, making sure to spoon some of the sauce over each serving for maximum flavor.
