- 01Place the red potatoes in a large pot and cover with cold water by 1 inch. Add 1 1/2 teaspoons of the kosher salt.
- 02Bring to a boil over high heat, then reduce heat and simmer gently until the potatoes are fork-tender, 18 to 22 minutes.
- 03While the potatoes simmer, add the whole milk to a small saucepan and heat over low until just steaming. Remove from heat and cover to keep warm.
- 04Drain the potatoes thoroughly, then return them to the hot pot. Let them stand uncovered for 2 minutes to allow steam to evaporate.
- 05Add the roasted garlic cloves and unsalted butter to the potatoes. Mash together until the butter is fully melted and the garlic is well incorporated.
- 06Gradually pour in the warm milk while continuing to mash, stopping when the potatoes reach your preferred level of creaminess.
- 07Season with the remaining 1/2 teaspoon kosher salt and the freshly ground black pepper. Taste and adjust salt and pepper if needed.
- 08Stir the potatoes vigorously with a wooden spoon for 30 seconds to fluff and smooth them before serving.
